  • The applicant must have completed one full year of service in the state National Guard. Service in another branch does not count towards that year.
  • A second route reaches a member with five consecutive years of service who was called to federal active duty for at least six months and applies within twelve months of discharge.
  • Enrolment must be at a state public two- or four-year college.
  • A grade point average acceptable to the college is required, with no outstanding education loan default or grant refund owed.
  • Application is annual, through the state student assistance commission, and the academic year runs from the autumn term through the following summer.

How to claim it

  1. 1Apply as early in the academic year as you can. The stated deadline is the last scheduled day of classes of the first term, but eligibility has to be determined AND the college notified inside that window, which means the real cut-off is earlier than the date suggests.
  2. 2Count the qualifying year carefully. It is one full year in the state National Guard specifically — time served in another branch of the armed forces is stated not to count towards it.
  3. 3If you have separated after five consecutive years and a federal active-duty call-up of six months or more, you have a twelve-month window from discharge. That route closes quietly and permanently.
  4. 4Ask the college bursar which of your charges are the named fees. Registration, graduation, general activity, matriculation and term fees are covered; a lab or course-materials charge may not be.
  5. 5Reapply every year. This is not a multi-year award, and a member who assumes continuity loses a term.
  6. 6Clear any education loan default or grant refund first. Either one is stated to bar the grant, and neither is fixed in the week before a term starts.
  7. 7Tell the commission if your name, address or college changes. The award is paid to a college the commission believes you are attending.

Worth knowingNaming the covered fees is what makes this more than a tuition waiver. At a community college the registration, activity and matriculation charges can be a third of the bill, and most state Guard programmes leave them with the student.
CorrectionThe one-year qualifying period is state Guard service. A member who transferred in after years in another branch starts that clock at the transfer, which is a surprise worth having early rather than at enrolment.
Known gapNeither the number of semesters the grant runs for, nor a statutory citation, nor whether graduate study is covered, appears on the department's page. The commission publishes those; its site was unreadable this session and they should be confirmed before planning a full degree around the grant.
