The Utility Discount Runs to $91,800 for One Person — and LIHEAP Has Stopped Taking Applications

There is no veteran utility discount here. What exists is a general Utility Discount Program with an income ceiling most people assume they are over and are not: $91,800 for a one-person household in the year to 30 September 2026, rising to $173,100 at eight. It is worth up to $475 a year on electricity, up to $276 across the winter on gas and over $962 a year on water and sewer. Separately, and importantly, the agency has stopped accepting new LIHEAP applications.

What this benefit is

There is no veteran utility discount here. What exists is a general Utility Discount Program with an income ceiling most people assume they are over and are not: $91,800 for a one-person household in the year to 30 September 2026, rising to $173,100 at eight. It is worth up to $475 a year on electricity, up to $276 across the winter on gas and over $962 a year on water and sewer. Separately, and importantly, the agency has stopped accepting new LIHEAP applications.

  • The electric figure falls to $300 a year for a household without electric heat.
  • The income thresholds are those published for the federal fiscal year to 30 September 2026: $91,800 at one person, $104,900 at two, $118,000 at three, $131,100 at four, $141,600 at five, $152,100 at six, $162,600 at seven and $173,100 at eight.
  • The agency requires proof of income for everyone in the home who receives income. It publishes no rule on this page about how a VA disability payment is treated, so ask before assuming it is excluded.
  • The three discounts are separate utilities and the totals are not additive for every household — a household without gas heat does not collect the gas figure.

  • You served — and this programme is open to you on the same income test as everyone else.
  • The programme is a household programme; the bills must be in the applicant's name.

How to claim it

Deadline: Programme year runs to 30 September
  1. 1Do not rule yourself out on income. A single veteran on a service pension and a modest civilian wage is very often under $91,800, and the ceiling is the single most misjudged fact about this programme.
  2. 2Put the bills in your own name first if they are not already. The agency requires the utility bills to be in the applicant's name, and this is the failure that sends applications back.
  3. 3Gather the five documents before you start: the most recent utility bills, a government-issued photo identification, proof of income for everyone in the home who receives income, Social Security cards for everyone in the home, and any disconnection notice.
  4. 4Know that LIHEAP is no longer taking new applications, because it changes where you should aim. The agency has closed LIHEAP applications; applications submitted on or before 3 June 2026 are processed as UDP applications, and anything later is reviewed for UDP eligibility only.
  5. 5Ask for the water and sewer discount specifically. It is the largest of the three at over $962 a year and is the one applicants most often forget to claim.
  6. 6Ring 311 for an appointment if you want to be seen in person, and check the page first — the two energy centres were not scheduling in-person appointments for the year to 30 September 2026.
  7. 7Ask the Mayor's Office of Veterans Affairs to help with the paperwork rather than the eligibility. The programme has no veteran route, but the office knows the forms.

CorrectionThere is no veteran discount on a utility bill here, and none of the four affordability programmes carries a veteran route. What the research found instead is an income ceiling high enough that a great many veteran households are eligible on ordinary terms and do not apply because they assume otherwise.
