  • The DMV states that a veteran with a service-connected permanent and total disability, as determined by a VA letter indicating "Total and Permanent", may receive one set of tags — DAV, Veteran, passenger or otherwise — at no fee for a non-commercial vehicle.
  • It also states that the "no fee" is only applicable to annual registration fees, so other charges attached to a registration transaction are unaffected.
  • The DAV tag itself has a different gate: a veteran with a passenger motor vehicle who is certified as a member of the local Disabled American Veterans by the Commander of that organisation. That certification is about membership, not about a rating.
  • A DAV tag bearing the wheelchair symbol additionally requires an approved DMV disability tag or placard application alongside the VA authorisation letter.
  • The separate DC Veteran tag runs on proof of military service — a DD 214, WD AGO or DD 256 showing an honorable discharge — and normally carries a one-time application fee plus a yearly display fee on top of registration. Spouses may hold one, with the veteran’s discharge documents, a marriage certificate, a military ID and a District driver licence.

This record exists to correct a myth. A DAV tag does not by itself make the registration free, and a free registration does not require a DAV tag. The DMV attaches the fee relief to any one set of tags — DAV, Veteran or ordinary passenger — for a veteran with a total and permanent determination.

  2. 2For the fee waiver, bring the VA authorisation letter that says "Total and Permanent" — a rating percentage on its own is not what the DMV asks for.
  3. 3For the DAV tag, get the certification from the Commander of the local Disabled American Veterans organisation before going to the DMV.
  4. 4If you need the wheelchair symbol on the plate, complete the DMV disability tag and placard application as well.
