A Moving Child Keeps Their Place, Their Courses and Their Graduation Date

The interstate compact binds District schools to honour a transferring military child’s course and programme placement, waive prerequisites, grant extra excused absences around deployment, and secure an on-time diploma. Children of ordinary retired members and veterans are excluded by name.

The compact applies to children of active duty members of the uniformed services, including National Guard and Reserve members on active duty orders.
It also applies to children of members and veterans who are severely injured and medically discharged or retired, for a period of one year after that discharge or retirement.
It also applies to children of members who died on active duty or from injuries sustained on active duty, for a period of one year after the death.
It does NOT apply to children of inactive Guard and reserve members, to children of retired members and veterans outside the severely-injured provision, or to children of other defence department personnel and federal civilian and contract employees.
It binds local education agencies, not every educational institution.
On transfer before or during the school year, the receiving school shall initially honour the student’s course placement based on enrolment at the sending school, and programme placement based on current educational assessments at the sending school.
Comparable services must be provided to a student with disabilities based on their current individualised education programme, with reasonable accommodations and modifications.
Administrative officials have flexibility to waive course and programme prerequisites.
A student with an active duty parent shall be granted additional excused absences at the agency’s discretion to visit that parent during deployment or leave.
On graduation, the agency must waive specific courses required for graduation where similar coursework has been satisfactorily completed elsewhere, or give reasons — and where a waiver is denied must provide an alternative means to acquire the coursework so graduation happens on time.
Exit or end-of-course exams from the sending state, national achievement tests, or alternative testing must be accepted in place of receiving-state requirements.
Where a transferring senior is still left ineligible to graduate locally, the sending and receiving agencies must ensure the student receives a diploma from the sending agency if its requirements are met.
"Deployment" is defined as the period from one month before departure from home station on military orders through six months after return.

How to claim it

Deadline: At transfer, and again in the graduating year

1Say the word "compact" at enrolment and ask for the local education agency’s military student point of contact. The protections are automatic in law and discretionary in practice if nobody names them.
2Bring the sending school’s course enrolment and its current assessments. Initial placement is honoured on those documents, so arriving without them invites a placement test instead.
3If a prerequisite blocks a course, ask for the waiver in writing. Officials have express flexibility to waive prerequisites and will not always volunteer it.
4Ask for the deployment absences in advance, not afterwards. The window is one month before departure to six months after return, and the grant is at the agency’s discretion.
5In a graduating year, get the waiver-or-alternative decision on paper early. If a course waiver is refused, the agency must supply another route to the coursework so the date holds.
6If the diploma still cannot be earned locally, ask both agencies to arrange it from the sending agency. That fallback is written into the compact.
7Check the exclusion before relying on any of it: an ordinary retirement or an ordinary discharge takes the family outside the compact. The exceptions are a severe injury with medical discharge or retirement, and a death on active duty — each for one year.

CorrectionThis is not a veterans benefit and is routinely listed as one. A veteran who has left service, however long they served, is outside it — and so is a family that retired normally. The compact protects children while a parent is serving, plus two narrow one-year tails.

Worth knowingThe compact binds local education agencies. A child moving into a private or independent school gets none of this, and the definition of the covered agency is where an argument will usually be won or lost.
