You were refused. Now what?
Ask for the refusal in writing, citing the specific statutory requirement you did not meet.

Your appeal route
Appeals in Delaware run under 9 Del. C. §8311. Deadlines are short, so ask about the appeal window in the same conversation as the refusal.
A refusal that does not name a statutory requirement is not a reasoned refusal. Ask which requirement, in writing, before you argue the merits.
One more thing worth checking
The commonest wrong refusal across every state we have researched is a clerk reading a percentage where the statute asks a different question entirely. Read the record’s rule and check which test actually applies.
