Which document will your County Assessor actually accept?

The Board of Equalization prescribes the same claim form for all 58 county assessors, so unlike some states the form itself is never the argument. What matters is the VA letter behind it — and specifically whether it establishes one of the four conditions §205.5 actually names.

How to configure your VA Benefit Summary Letter

This is the Tier 1 document — you can download it yourself in about two minutes, and configured correctly it satisfies most counties. The checkbox configuration is the entire trick, and nobody tells veterans what it is.

Tick: combined service-connected evaluation — the percentage has to be on the page
Tick: whether you are service connected
Tick UNEMPLOYABILITY where it applies to you — this is the box that carries §205.5(b) for a veteran rated under 100%, and it is the one people miss
Tick: military service information, for the character of service
Leave monthly award amount UNCHECKED — California asks about household income separately and does not need your award figure here

Configured this way the letter establishes the rating and the unemployability determination and discloses no diagnoses. If you are claiming on blindness or loss of limbs instead, you will need the rating decision rather than the summary, because the summary does not itemise conditions.

Your document checklist

Applications that arrive with three or more verification documents are about 20% more likely to be approved. This tracks documents ready, not form fields filled in, because the documents are what decides it.

Where we stop

State and local benefits are outside VA accreditation, so we help you with those all the way through. Federal VA disability claims are different. For anything touching a VA claim we will assemble your context and hand you off to an accredited County Veteran Service Officer or VSO — we will not advise you on the claim itself, and we will never charge you.

One thing we will never suggest: asking the VA to reopen your file to chase a determination. Any request that reopens a claim can trigger a review. Talk to an accredited County Veterans Service Officer first — California funds one in every county.
