Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?

“Biodegradable products can be decomposed by bacteria or other living organisms and thus avoid pollution. Throughout the world consumers nowadays, prefer biodegradable products.
France has banned the sale of disposable plastic products that contain less than 50% of biodegradable material and India passed a law prohibiting all disposable plastic products.
What are your thoughts? Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?
