Should welfare recipients be tested for drugs?

“Some states in the United States of America have established or recommended legislation demanding drug testing of people applying for welfare. As of early 2017, 15 US states had legislated drug testing of welfare applicants or recipients.
Proponents of such programs believe this will help with a plethora of agendas like providing healthcare to the addicts, protecting children and avoiding misuse of welfare funding. Opponents argue that such practices will be counterproductive as they will cost more money than they can ever save.
What do you think? Should welfare recipients be tested for drugs?”
