Should people be required to work in order to receive Medicaid?

“Medicaid is a joint federal and state program which assists with medical costs for low-income citizens. Each state defines its own specifications for Medicaid eligibility.
The Trump administration says that states should align any Medicaid work terms with existing mandates for federal food stamps and cash welfare programs, which generally require 20 to 30 hours of work or related activity every week. Those programs also exempt pregnant women and the disabled.
