“Bureaucracy refers to both a body of non-elective government officials and an administrative policy-making group. Voters did choose President Trump, and other cabinet ministers but the decisions made by them are executed by a group of bureaucrats in various departments. Federal government policies, if not implemented in the right manner by the agencies lose its purpose.
