I have an eBenefits account, how do I Start or continue the process of adding a dependent using VDC?

Enter the eBenefits portal by using you DS Login credentials. Then go to the Manage Dependents (VONAPP Direct Connect) page. There are a number of options available for your convenience: Start a New Application, Open Application, or Submitted Application. Select the appropriate option to either start or continue an application, which will initiate the step-by-step wizard tool.
