You can apply for the Certificate of Eligibility online, through the lender, or by mail. 1. You can apply for COE online through your eBenefits account. If you do not have one, you can register for an account at https://www.ebenefits.va.gov, using the on-screen instructions. For assistance, you can dial 1-800-983-0937 (benefits Help Desk) on weekdays between 8 a.m. and 8 p.m. EST. 2. If your lender has access to the Web LGY system, your eligibility can be established and the COE can be issued within minutes, but only if you have provided sufficient data to VA. 3. VA Form 26-1880, Request for Certificate of Eligibility can be completed and mailed. Surviving spouses must complete and mail VA Form 26-1817 to apply for the Determination of Loan Guaranty Eligibility. If your spouse has died post-service, it must be established by VA that the death was a result of a service-connected disability. The process generally takes two to three months.
