Does special operations service in the Philippines constitute combat veteran status with health care eligibility?

A recently discharged veteran served in special operations in the Philippines. Is he classified as a combat veteran eligible for health care? If the provided service date of a veteran is post October 31, 2001 then the veteran is eligible for health care. You may refer to VHA Directive 2004-017, Establishing Combat Veteran Eligibility, for the list of areas that have been designated as theaters of combat operations.
