Do you have to be in the service to apply for a TSGLI benefit?

Not really. For the time when the serviceman experienced the traumatic injury during serving the military and was covered under SGLI, (unless it took place between 7th Oct, 2001-30th Nov, 2005), an application must be filed for the benefits even in the case they have been since discharged.
