In the United States, veterans with a service-connected disability of a minimum 10% rating, retired service members, and those who have received a Medal of Honor are entitled to unlimited Exchange and Commissary privileges. This privilege is also provided to their spouses and dependents. VA reserves the right of certification for service-connected disabilities. Overseas privileges are governed by international law, and therefore subject to the approval of the foreign government concerned. VA will assist in completing the form Application for Uniformed Services Identification and Privilege Card; however, it is the Department of Defense that provides the benefits.
