Can the veteran still qualify for a streamline regardless of the commercial zoning?

Zoning – A veteran currently has a VA loan. The property is zoned commercial and was when the veteran obtained the first VA loan 7 years ago. It also has an antique store on the first floor, which the veteran runs. No appraisal and no minimum property are required in case the Veteran is refinancing with the aim of lowering the interest rate and receiving no money back. Hence, regardless of the commercial zoning and the existence of the antique store on the first floor, the Veteran would qualify for a refinancing. However, the minimum property requirements will be necessary to be met in the situation when the appraisal is required by VA.
