Are veterans who were assigned to Cuba guarding suspected terrorist prisoners eligible for two free years of health care when they’re discharged from active duty?

No, it is mandatory for a veteran to have served in a designated theater of combat operations. Cuba has no such designation. Please refer to VHA Directive 2004-017, Establishing Combat Veteran Eligibility, for the list of areas that have been designated as theaters of combat operations.
